A territory that is a refuge for loners and rogues, not controlled or owned by any specific pack.

Dangerous Characteristics: The loners of the areas can occasionally be volatile. Amusement park rides and out-of-order rollercoasters stand frozen in time. They are well-known by the residents of the area, but to strangers passing through the architecture can be unaware of the dangers the rickety stalls and rides possess.
